Bridging cosmetics and pharmaceuticals in skin care is a new discipline called cosmeceuticals providing better improvements than normal cosmetics. The Food and Drug Administration (FDA) definition of a cosmetic is a product used to beautify, massage, or powder the surface of the skin; it may not alter the skin structure. Cosmeceuticals have fallen into the gray area leading the FDA to publish their definition.
“While the Federal Food, Drug and Cosmetic Act does not recognize the term "cosmeceutical," the cosmetic industry uses this word to refer to cosmetic products that have medicinal or drug-like benefits. While drugs are subject to a review and approval process by FDA, cosmetics are not approved by FDA prior to sale.”
